An organization building a full structured literacy system will ultimately need to document and create a Comprehensive Literacy Plan that is steeped in structured literacy principles and practice. This doesn’t happen overnight, and in actuality, a comprehensive literacy plan is often a collection of smaller documents, policies and procedures that come together after years of collaboration among literacy leaders, organization leaders, principals and teachers.
